On any approved date, the AGCO provides staff to oversee the conduct of racing: Judges or Stewards oversee racing and rule violations. Licensing Agents license participants. Inspectors and investigators ensure that licences are checked and the regulatory standards are kept. Official Veterinarians assess each horse’s fitness for racing.

The AGCO licenses participants in the horse racing industry, such as jockeys, trainers, drivers, veterinarians, stables and partnerships, racetracks associations, and teletheatres. AGCO Licensing Agents work at racetracks and at the AGCO ’s Head Office in Toronto. This work continued during the pandemic when racing was allowed.
