Real-time ray-tracing with Cycles - Blender Developer Talk
https://devtalk.blender.org/t/real-time-ray-tracing-with-cycles/14523
Interactive means delivering some feedback within desired output framerate (let’s assume 30FPS), while realtime means delivering actual final image at 30 frames per second. I’d say Cycles was built mainly with the former in mind, rather than the latter. Eevee is also technically not a realtime renderer, but is a lot closer to one than Cycles.

OptiX is backed by some advancements in AI that allows extremely fast denoising/approximation of ray-traced scenes with only 1 or 2 ray bounces instead of couple of hundreds or more. This way, you can get to pretty high FPSes (e.g. 60 or more) without the need to perfectly track rays for many bounces in the scene.

nvidia RTX2080 , EEVEE and real time raytracing …

Blender would first have to implement the real time ray tracing into Eevee.. it may take months, it may take years. A rig with a single 2080ti will not perform better than 4x1080ti. If you're ever gonna use Cycles or any other renderer that uses CUDA, stick with your current rig. 1
