My dad has just has his VN SS 5ltr stripped down and rebuilt with a c.o.m.e racing 355 stroker and twin throttle body, also got new roller rockers and a new crane cam (not sure exactly what cam) and has just got his chip remapped by chiptorque, and redback extractors to high flow cat and 3" inch single exhaust.

you should be able to buy a kit to suit. also, it's not the block that needs balancing, but the crank. the 355 stroker cranks are balanced for 308 and just need to be balanced for 253. any crank manufacturer should be able to do a special order if you're prepared to wait , as the crank has to be balanced anyway.
