Zero preload occurs as you tighten the rocker bolt with pushrod in place and the cam/lifter one the base circle. The specific point (in the tightening processs) where Zero preload occurs is when the rocker encounters the pushrod that is resting on top of the lifter (and being held up only by the spring inside the lifter at full extension).

Stock preload with stock rockers (LS9 cam) and stock 7.400" PR was .054"! I then stuck in a 7.500" PR and measured .156" prelaod, so it's safe to conclude the lifter was not bottomed out at .156" and thus probably has a similar 'depth' as the LS7 lifter at .200".
