On two occasions I was forced to cut back a pipe and put in a pull box so I could introduce a lighting contactor (instead of installing the contactor next to the panel). I was told that by the inspector that, "the panel was not to be used as a raceway".

We have a site with a two (2) 480/277 VAC panel's sandwiched in between them is a 208/120 VAC panel, they have utilized the 208/120 panel as a raceway passing conductors from one 480/277 panel to the other 480/277 panel. Any issues, there appears to be suficent space for the conductors.

Past experience tells me that one must remove said circuits entirely from panel enclosure as it is not permissible to use a panel or disconnect enclosure as a raceway for other systems. I got to looking at 300.3 4C and 312.8 and it would seem to cover panel board enclosures so long as sufficient space exists for wire fill.
