Yes, you can use the paddles to shift (set transmission to sequential in options) and an assigned button on the wheel as a handbrake. Depending on the wheel rotation setting, this might not be very comfortable though. You should be mostly fine with 540°, but if you choose to enable soft lock with 900°, then some things might get difficult.

Thanks! It's never required. Clutch and h shifter are about fun in simulating a driving experience. If you don't want that and are a person who derives fun from the competition of racing, then you're best to ignore them. You'll always be slower if you use h-shifter+ clutch compared to the guys who just paddle shift.

There are many aspects of Rally where a shifter is useful and clutch kicking is definitely one of them. Outside of immersion, it allows you to make shifts between any of the gears without having to cycle through the gears in between. Some hard breaking zone this is a useful option to have.
