IIRC you can remove the console and there is some sort of tab or block in there that prevents the shifting that can be removed. suppoedly it was a noise issue with the EPA and the 2:73 cars are too loud at higher rpm in first gear so they had to prevent you from holding first gear manually. 1995 Black TA A4 LT1.
