Just looking through my own Steam collection, I see that the Grid series and Dirt 3 offer split-screen racing on PC. So, I don't think system-configuration variability is the reason for its rarity on PC. Maybe devs choose not to put resources into that feature since PCs tend not to be set up in a form factor that is conducive to local multi-play?
