Without knowing any of the answers above I will say the challenge with making an adjustable DIY stand will be: "How can I make this sturdy but also adjustable". Those two things are almost diametrically opposed so almost all of the plans you will find will have non adjustable rigs. You may need to adapt a design you like to make it adjustable.

As far as "wheel stands" there's not much. Most PVC builds are for full rigs/cockpits. You could potentially work off of one of those and just build the front end. Like the SIMUL8R. That may require some DIY adjustments for stability though.
