MISSION. The Illinois Racing Board (IRB) was created in 1933 and its legal mandate is defined in the Illinois Horse Racing Act of 1975. The jurisdiction, supervision, powers, and duties of the Illinois Racing Board shall extend under the Act to every person who holds or conducts any race meeting within the State of Illinois where horse racing is permitted for any stake, purse or reward.

Quarter-horse racing was begun by the early settlers in Virginia shortly after Jamestown was established in 1607. Traditionally the course was a quarter of a mile, hence the name, using whatever pathways were available or could be cut through the forests, and later a street of a settlement. Organized quarter-horse racing began in the 1940s.
