If it is a plastic cell,it MUST have a ground wire attached to the metal ring on the fill hole and going to a chassis ground. Metal cells do not need the ground wire. Install the cell (aluminum or plastic), and ground out the cell if it's plastic. The attach the lid and rivit or screw it to the container/floor. Then install an access door like in the picture above. It's that easy. FYI: The link above is for the '06 rules.

The vent line will need to run above the tank then turn and run down below the bottom of the tank and out of the vehicle. (if the bottom of the tank is below the floor the vent must still be below the bottom of the tank) This keeps fuel in the tank in case of a role over. It must vent outside the vehicle. It must run below the bottom of the tank.
