iRacing staff have addressed that question in the forums. According to them, they have no reliable way to differentiate between an XBox-style controller and a wheel. To the software, they are all just controllers. The only way they could restrict it to "wheels only" would be to hard-code the allowed controller names into a list.

As for iRacing, it is absolutely worth getting with a controller, but I'd definitely get an Xbox One controller as the 360 pad I use has no vibration at all (I think that's just a 360 pad thing). It works because the steering wheel reacts exactly to the stick movements you make, and so it becomes very intuitive to drive.
