This has started happening to me too. As a heads up, you shouldn't need to restart your PC entirely, just open up Task Manager (Ctrl+Alt+Del, choose Task Manager), look in the Processes tab for iRacingSimulator.exe. It should be under the Background Processes header, in alphabetical order. Select it, click End Task, and you should be good to start.
