Definitely recommended even with a controller. I would say that an average laptop would be able to play the game fine, as long as you turn the graphics down. It should be getting better in the next year or two though when iRacing finally upgrades to DX11. I'd ask @NillisLukins about whether a medium power laptop would be good.
