No. From what I've heard, each CPU has a set time they complete the race, but if they get hit by items, their time will be slower. For example, Coco might have a 1 minute 50 second completion time programmed in on one track, but if she gets hit by a green beaker during the race, she'll finish 1 minute 52 seconds instead.
