For those having problems with Nascar 2003, it may be that you haven't "updated" direct x, which actually means you don't have the old dx9 dll, which are required for the game to work. Nascar Racing 2003 was created by NIC Heya -- So game crashes when starting a race session. Tested with 0.12 and 0.13, d3d8. It actually will work if you run the game in opengl and use opengl32.dll, but with issues (only tested 0.12 for this).

But just to exclude a further cause try to set UAC (User Account Control) off and check if that makes any difference. Unrelated problem caused me to attempt restore on new PC. Now when I try to run Nascar 2003 I get, three options. PLAY / UNINSTALL / QUIT. Play makes the first screen open, for a blip, and then instantly back to desktop. Uninstall gets a message "An installation support file could not be installed. The system cannot find the files specified."
