I had the same problem, but there is a quick fix for this! Just get the 3dconfig.exe file from Nascar thunder 2004. ( If you dont have the game, download the game demo. ) Then rename 3dconfig,exr to 3dsetup.exe and place it in the Nascar Simracing directory and it will work perfectly.
