If moving them to the top of the lvl makes the angle too shallow, the purlin itself could be moved higher on the rafters so that the brace does not exceed 45 degrees from plumb. You would then need to ensure that moving the purlin does not overspan the rafters. You could reference the illustration in IRC 802.5.1 - braced rafter construction.

My guess to your purlin question is the late 80’s for the change, but a purlin then and now needs to be on edge not flat.
