Hi John. My crown vic is a 2004- in 2003 Ford switched from a return fuel system to a returnless one. The pump is controlled by PWM from the fuel pump control unit above the inertial switch in the trunk (2005 and later ones have it coded directly into the PCM) and there is a feedback loop pressure sensor in the fuel rail.
