The Wet tires being usless thing is clearly something they've done by design as it is part of the low grip reduction setting they always use for career races. It was the same way in GT5. Use wets if you want more challenge or to be "fair," stay on drys if you want it to be a little easier or to not look like a moron pitting every lap.

Sports tires give more grip than Comfort, and Racing tires give more grip than Sports. As for hard, medium, and soft; Hard tires will last longer but they take longer to heat up to the right temperature to give you the best grip you can achieve with the tires, and they don't provide as much grip as Medium or Soft.
