What to Do If You Find a Racing Pigeon | Pigeonpedia
https://pigeonpedia.com/what-to-do-if-you-find-a-racing-pigeon/
Finding a racing pigeon is an unusual event. If you have found one, it generally means that there’s something wrong with the bird. Unless there are any signs of injury then the pigeon may just need a rest, if that is the case offer them some food and water and before long they will take off.

How to find the owner’s contact details • Capture the bird by approaching slowly and throwing a large towel over it, and gently pick it up. (Racing pigeons are used to being handled, and the bird may let you pick it up with little fuss.) • Check to see if the pigeon has a ring number on its leg and make a note of the ring number, e.g. GB19T12345.

Some owners will ask you to release it. Please respect them and do that immediately, if that's what they asked.
