the only way to fix the bug is to have the latest Steam executable for the game, however, doing so means you can have no mods because steam's kotor 2 executable can not be messed with. manually replacing it with an older one, so that cut content can work, means you have a version where swooping is bugged. so you must make a choice.

I believe (could be incorrect) that spamming the change gear button is not effective in kotor 1, but swoop racing is much easier in that one anyway. But spamming the change gear button in kotor ii really worked well for me. Give it a try before you start trying any cheats.
