The 69th Legislature enacted the Texas Racing Act in 1986 during the Second Called Session to establish the Texas Racing Commission, regulate the conduct and licensing of horse racing and greyhound racing in this state, and authorize and regulate pari‐mutuel wagering on horse racing and greyhound racing in this state.
