Presumably, merely cooling the brakes enough restores function sufficient to slow the truck to a safe speed or stop it, and if the truck then descends within the recommended speed there is no problem.

European truck racing seem to use water spray on the brakes, you can see the steam coming off as they use them. I would think a light spray on the rotors when actually braking wouldn't hurt them as it won't be cooling the rotors but actually reducing the temperture increase.
