iRacing staff have addressed that question in the forums. According to them, they have no reliable way to differentiate between an XBox-style controller and a wheel. To the software, they are all just controllers. The only way they could restrict it to "wheels only" would be to hard-code the allowed controller names into a list.

They disabled Xbox One controllers in the last update a few months ago because of a bad driver from microsoft.
